Retail locations do best in a place that's easy to access (and with plenty of parking). This attracts sidewalk and street traffic, which is a huge part of how storefront greenhouses make their money. Wholesale businesses can be harder to access, and less attractive on the curb, as they aren't trying to pull in the general public.
