They can be found at local gardening shops, granted those shops are able to stay in business during a shortage, which is enitirely dependant on the shortages effects on small businesses. As we know, it tends to hit the smaller guys the hardest.

Because heirloom seeds are definitely the most reliable seeds to be kept around during a shortage, seeing as they are naturally produced by the plants themselves. Farmers can utilize these seeds by letting them openly pollinate in the environment by insects, birds or even wind. These are also naturally occuring and not modified by labs, so farmers seem to prefer their taste as well.
