It's important to remove existing weeds before installing landscape fabric. If weeds are left in place, they can continue to grow through holes, seams, or edges, defeating the whole point of the fabric.
Start by pulling or digging out all visible weeds, including roots, to prevent them from resprouting. Rake the soil smooth and break up any compacted areas to create a better surface for the fabric to lie flat. Clear the area thoroughly to help the fabric stay in place and help the mulch or gravel laid on top cover it evenly.
