"Fish Safe" is a term that's used freely and loosely by retailers, so it's wise to be cautious. Sometimes "fish safe" just means it's not going to immediately kill your fish. PVC liners, some EPDM membranes, and other low quality plastics can leach toxic chemicals like phthalates, arsenic, or heavy metals.
To be absolutely sure you're not left with a pond of lethargic, sick, or dying fish, look for a liner officially certified for potable water storage. Without an NSF/ANSI 61 certification badge, "fish safe" could be nothing more than a marketing angle.
